Subject: Resolution 2003-050: Authorizing Application for Disaster Assistance from State of Alaska Department of Military and Veterans Affairs, Division of Emergency Services, for the 2002 Flooding and Winter Storm Disaster and the March 2003 Windstorm

This resolution authorizes the borough to apply for a Disaster Public Assistance Grant through the State of Alaska Department of Military and Veterans Affairs, Division of Emergency Services. This grant will offset response costs incurred by the borough during the October-November 2002 flood disaster and the March 2003 windstorm; as well as the cost of repairing damaged borough infrastructure such as roads and bridges.

The borough incurred a cost of approximately $1,100,000 responding to, and repairing damage from, the October-November 2002 flood event and approximately $42,984 for the March 2003 windstorm. The Kenai Peninsula Borough Roads Department expended much of its operating budget for road and bridge repair. Funds have already been obligated by the Alaska Division of Emergency Services (ADES) for 17 projects worth approximately $492,361, which will be released to the borough upon the approval of this resolution by the assembly. The balance of the repairs will be reimbursed as projects are completed.

This resolution designates KPB Emergency Manager David Gibbs as the applicant's agent, and Richard Campbell, Borough General Services Manager as the secondary agent. The applicant's agent is authorized to represent and act for the borough in all dealings with the State of Alaska pertaining to this request for disaster assistance and ensures that the borough adheres to the assurances and agreements between the State and the borough.
