SUBJECT: Resolution 2003-027 Authorizing Award of a Contract for a Comprehensive Transportation Plan

The Kenai Peninsula Borough is the recipient of a grant from the Alaska Department of Transportation to establish a 2003 Transportation Plan. On January 21, 2003 the Borough solicited proposals for a firm to carry out the project. Our Request for Proposals was advertised in the Peninsula Clarion and the Anchorage Daily News on January 20, 22 and 29, 2003. Proposal documents were mailed to 19 firms and two proposals were received by the due date of February 20, 2003.

A team of administrative personnel evaluated the proposals. Both firms were deemed to meet the minimum qualifications to do the work requested in the RFP and, as shown in the evaluation table below, HDR Alaska received the highest score.

As specified in the Request for Proposals, the qualified firm with the highest-ranking proposal will be recommended for selection. Therefore, the attached resolution is to authorize the Planning Department to award HDR Alaska the contract to perform all duties for a total cost of $185,000. All expenditures for this project will be charged to account number 271.94910.03BUS.43011.
