Subject: Resolution 2003-014 Classifying Borough Land.

The KPB received a petition to classify approximately 400 acres of borough land as Agriculture located near Mile Post 15 of Kalifornsky Beach Road. Pursuant to KPB Chapter 17.10, classification provides direction on how the Borough should manage its land.

Public notice was published and notification was sent by regular mail to all owners and/or leaseholders of record within a one-half mile radius of the parcel proposed for classification, applicable agencies, and interested parties. The notice consists of a cover letter, map, and list of land classification definitions.

This land is part of the Borough's municipal entitlement land selections. Although the potential for agriculture, as well as other development is limited, an agriculture classification appears to be the most practical use of the land. Use of this land for agriculture purposes will produce a positive income to the Borough through lease fees or sales and subsequent property tax assessments.

Petitioner Don Moffis requested that the subject parcel be classified as Agriculture. KPB staff recommended an Agriculture, Residential, and Preservation classification. The KPB Planning Commission held a public hearing January 13, 2003, and a motion to recommend an Agriculture and Preservation passed by a majority vote. (See map, Attachment B-Revised)
