SUBJECT: Resolution 2002-143, Award of Construction Services for the Kenai River Center River Bank Restoration Project
This is a project funded through a multiple number of sources including four individual grants. The Purchasing and Contracting Department solicited and opened bids for this capital project on October 29, 2002. The Invitation to Bid was published in the Anchorage Daily News, the Peninsula Clarion, Homer News and the Seward Phoenix Log.
Upon review of the two bids received, both bids exceeded the budget for this project. However, the unit bid schedule did include one item with a predetermined amount: Force Account Work for $30,000. With review by the Purchasing Manager and since each bid included the same design engineer dictated amount, that amount was eliminated from each bid. This action then allowed an award to be recommended for the apparent low bidder. The two modified bids are recorded in the bid tabulation sheet as attached.
The project consists of performing and constructing: embankment restoration work, elevated walkways, stairways, and ancillary spaces required for erosion control, as well as public access. Work is anticipated to be complete by September 1, 2003.
The attached Resolution requests Award of Contract for this work to Peninsula Construction Inc. for the revised bid of $357,582.00.
The funding for this project is from the Capital Improvement Projects budget. All expenditures for this project will be charged to account numbers 409.21135.RVR01-05.
