SUBJECT: Resolution 2002-140, approving the construction of Brody Bridge
At its meeting of November 12, 2002, the road service area board passed a motion supporting the Brody Bridge reconstruction as a fiscal year 2003 capital improvement project with the intent of seeking reimbursement from the State of Alaska and FEMA related to the October 2002 flood.
Upon further review of this resolution, the administration recommends that the resolution be modified to acknowledge that this is a road improvement project rather than a construction project. Accordingly, KPB 16.41.190, which requires assembly approval for construction projects, does not apply. Nevertheless, due to the size of this project, the use of CIP funds, and the expectation that the administration will seek reimbursement for costs incurred in repairing and rebuilding the bridge, assembly approval of the substitute resolution is requested. Attached is a memorandum from W. L. Robson, Public Works Major Projects Division Director, stating that the total estimated budget for this project is $415,000.
