1. Quality of Written Proposal and Oral Presentation. Adequate and complete response to the RFP shall include information on personnel, qualifications, experience, and previous history. (Maximum score = 20).

2. Approach. Understanding of the tasks required, and the appropriateness of the overall project plan. Proponent is to demonstrate their vision as to intended project concept. (Maximum score = 20).

3. Resources. Depth of resources available to meet the program and budget and to deal with unexpected needs, or provide specialized services, in a timely manner. (Maximum score = 20).

4. Qualifications and Experience. Rating of the Design firm will include the proposed Architect in charge, other proposed staff regarding experience and qualifications; specific experience on projects of similar size and scope; and specific experience in project area. Performance on previous projects will be reviewed through checks of client references on the key proposed staff, as to their attitude, economy, timeliness, dependability, responsiveness, and concern for client's interests. Proponents are advised to assure all references are current. (Maximum score = 20).

5. Cost Proposal. Rating of the lump sum fee proposal for Basic Services relative to the level of effort of the various disciplines, the cost efficiency as measured by cost per man-hour, the appropriateness of the estimated reimbursable items and expenses, and the fee relative to the project budget. The object is to obtain an adequate level of services for an appropriate and reasonable cost. (Maximum score = 20).
