SUBJECT: RESOLUTION 2002-130, Professional Road Improvement Design and Inspection Services for Capital Improvement Projects

Resolution 2002-130 is included in the assembly packet in blank form because the proposal due date, October 11, 2002, falls after the packet deadline. Proposals will be reviewed by an evaluation committee and a recommendation made to the Road Service Area (RSA) Board at its October 15, 2002 meeting. The RSA Board will then review the committee's report and make a recommendation to the assembly. The recommendations of the evaluation committee and the RSA Board will be inserted in the blank resolution, and distributed to Assembly members on October 22, 2002.

Historically these contracts were issued in December each year. However, the contract engineers were unable to perform field work until after the winter season, causing delays in the capital improvement projects for the next summer. This year the Road Service Area decided to issue the contracts in October instead of December to allow the necessary field work to be completed before winter. While the administration originally established an earlier proposal due date, questions raised during the solicitation process resulted in a need to extend the date beyond the packet deadline. Delaying award of this contract until after November 19, 2002, the next assembly meeting, would jeopardize the contractor's ability to do necessary field work before winter.
