MEMORANDUM

TO: Timothy Navarre, Assembly President

Members, Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Mayor

FROM: Jeff Sinz, Finance Director

Colette Thompson, Borough Attorney

DATE: June 28, 2002

SUBJECT: Resolution 2002-101, Kachemak Emergency Service Area agreement

The accompanying resolution requests that the assembly authorize the mayor to enter into the Interim Agreement for Provision of Fire and Emergency Medical Services. The Kachemak Emergency Service Area board met on June 27, 2002, and approved entering this contract, which is essentially the same as the existing contract except that the amount has been reduced to exclude the area annexed to the city, and to include an additional sum for services provided to the Miller's Landing area for the last six months. Miller's Landing was added to the service area effective January 1, 2002, but the calculation of the borough's payment to Homer for January 1, 2002 through June 30, 2002, did not include Miller's Landing, as it was not in the service area when that contract was entered.

The administration expects to provide the assembly with a signed version of the final contract at the July 9, 2002, meeting. It will be effective as of July 1, 2002, subject to the approval of the Borough Assembly and Homer City Council.
