SUBJECT: RESOLUTION 2002-098, A RESOLUTION AUTHORIZING TRANSFER OF SURPLUS FUNDS FROM THE COMPLETED KENAI CENTRAL HIGH SCHOOL FIRE ALARM SYSTEM PROJECT TO THE SUSAN B. ENGLISH SCHOOL POOL FILTER REPLACEMENT PROJECT

The Susan B. English pool filter replacement project was one of several projects funded through Ordinance 2001-19-30 on February 19, 2002.

The Susan B. English pool filter replacement project included base bid work that consisted of demolishing the existing diatomaceous earth (DE) filter system and installing a pressure sand filter system complete with new valves and pumps. (The DE filter system, installed in 1980, has long been a bane to maintenance since the fine powder has continued to destroy motor bearings and faltered equipment. Presently the heating, ventilating and air conditioning pool area fan unit is in need of replacement. This will be accomplished when the original filter system is upgraded.)

The project was bid on June 4, 2002 but the single bid received from Associated Pools, Inc. exceeded the available funds established two years earlier. Negotiation was initiated and, with concurrence from the Maintenance Dept., a revised bid of $55,895 can be found acceptable. An additional $30,000 is necessary to supplement the original project budget and allow for completion of the negotiated scope of work.

This resolution requests assembly approval for the transfer of $30,000 in surplus funds from the completed Kenai Central High School Fire Alarm project account no. 400.73020.01735.49999 to the Susan B. English Pool Filter Replacement project. The transfer would increase the total appropriation for the pool filter replacement project to $70,000. Transfer of funds at this time would allow the project to be complete while the facility is closed down for roof/bleacher/water piping upgrades.
