The most recent boroughwide transportation plan was completed in the early 1990's as part of the borough's comprehensive plan. Many of the projects identified in that plan have either been completed or are near completion. A transportation study would provide information necessary to prepare an updated plan. The plan would be a 10-year intermodal plan, which would include vehicular traffic, bridges, airports, ports and harbors, railroad, and pedestrian traffic. In addition, this information could be used in the decision-making process for capital improvement projects, including roads and/or structures.

The Alaska Department of Transportation and Public Facilities has a grant program that provides funding for transportation studies. The administration wishes to submit an application in the amount of $200,000 for funding a borough-wide transportation plan. Matching funds are required at a ratio of 9.03%, or $18,060. If a grant were awarded, the administration would seek appropriation of the matching funds at the same time as acceptance and appropriation of the grant. A copy of the proposed one-page grant application (Task Description) is attached. A resolution in support of the study would enhance our chances of being awarded a grant from DOT/PF. Passage of the attached resolution by the assembly would provide that support.
