SUBJECT: Resolution 2002-086, TRANSFER OF SURPLUS FUNDS FROM COMPLETED MAINTENANCE CAPITAL IMPROVEMENT PROJECTS TO THE SKYVIEW WATER SYSTEM PROJECT

The Skyview HS water system project was partially funded through a $235,665 AK DOA grant, (left over Tustumena funding, Grant # 1/98-001, Collocation Code # 22198001, Encumbrance # 10214). $170,000 was originally appropriated for this project per Ordinance 2000-19-26. (The remainder was appropriated to the K-B Elem. Bus T-Around project.)

This project involves the development of all underground site work, as Phase 1, early this summer and construction of a water treatment building later this summer. This treatment building will allow the in-school pressure tanks to be relocated and additionally, allow a pressure-reducing valve to be installed to thwart the school's continual water hammer problems. Additionally, this building will meet the latest requirement of ADEC to provide well head protection and provide space to install the required chemical treatment equipment necessary to meet both the presently required Lead-copper levels and the upcoming lower arsenic levels. Additional funding of $44,500 is needed to complete the project as described.

Surplus funds have been identified in two completed capital improvement projects scheduled to be closed at year-end. The completed projects are: Nikiski Track Sealing, account 400.71082.01858, has surplus funding of $30,000 available, and Tyonek Heater, account 400.71140.97718, has surplus funding of $14,500 available. The proposed transfer of the surplus monies would increase the total funding for the Skyview HS Water System Project to $214,500.

The transfer of available funds will allow all associated work items for this project to go forward and be completed this summer and fall.
