Seldovia Landfill Lease

The Kenai Peninsula Borough requests approval to lease 15.05 acres from the Seldovia Native Association, Inc. (SNA) for the purpose of operating a solid waste landfill. The lease term shall be from July 1, 2002 through June 30, 2004.

The current lease expires June 30, 2002 and a new two-year lease will provide for uninterrupted landfill operations while the Borough continues to work to resolve issues related to a permanent landfill site.

Several years ago SNA proposed a property trade as an option for the Borough to acquire the current landfill parcel. SNA identified a parcel owned by the Alaska Department of Transportation and Public Facilities and the Borough pursued a three-way trade.

In addition to the trade option, the Borough determined that development of a landfill at a new location and/or waste transfer to Homer should be evaluated. Preliminary evaluation of waste transfer to Homer appears to be impractical and costly at this time. However, development of a new landfill is a practical option.

Last fall, the Borough contracted with URS Corporation to perform a landfill feasibility study (new landfill). The study evaluated a large University of Alaska parcel and determined that the site is a viable option for long-term landfill development and operations. At this time, the Borough is working with the University to conduct an appraisal.

Once appraisal information is available, the Borough Solid Waste Department will conduct a community meeting in Seldovia. Landfill options will be discussed and public input obtained to determine if the community supports land trade (SNA) and continued development at the current site or land purchase (University) and development of a new landfill. Other waste management options will also be discussed.
