SUBJECT: Resolution 2002-061 Award of Contract Services for the Water Monitoring Program at Solid Waste Sites

The Finance Department solicited and opened proposals for the Water Monitoring Program on April 30, 2002. The request for proposals was advertised in the Peninsula Clarion, Seward Phoenix Log, Homer News and Anchorage Daily News.

The work consists of periodic water monitoring at seven solid waste facilities in accordance with ADEC solid waste disposal permits and post-closure care requirements. Active facilities include the Central Peninsula Baling Facility/Landfill, Homer Baling Facility/Landfill, Seldovia Landfill, and Seward Monofill. Closed sites include the Sterling Special Waste Site, Kenai Landfill and Seward Landfill. The contract commences July 1, 2002, and extends through June 30, 2005, subject to Assembly appropriation. At the Borough's option and with the consultant's agreement, the contract can be renewed for up to two additional years.

Nine proposals were received and scored as listed on the attached score sheet. Shannon & Wilson, Inc. (S&W) was scored highest. S&W demonstrated a thorough understanding of the project including time, effort, and staffing necessary to conduct the work specified for this project.

S&W is hereby recommended for award of contract for the annual contract amount of $92,645.00.

Expenditures for the project will be charged to the following Solid Waste Department account numbers 290.25110, 290.32122.43015, 290.32150.43015, 290.32310.43015 and 290.32570.43015.
