SUBJECT: Resolution 2002- , Award of Contract Services for the Hazardous Waste Collection Program

The Finance Department solicited and opened proposals for the Hazardous Waste Collection Program on March 11, 2002. The request for proposals was advertised in the Peninsula Clarion, Seward Phoenix Log, Homer News and Anchorage Daily News.

The work consists of operating the hazardous waste collection program on designated Saturdays at three solid waste facilities: Central Peninsula Baling Facility, Homer Baling Facility and the Seward Transfer Facility. Hazardous waste is only accepted from households and conditionally exempt small quantity generators. The contract commences July 1, 2002 and extends to June 30, 2005. At the Borough's option, and contractor's agreement, the contract can be renewed for up to two additional years.

Four proposals were received and scored as listed on the attached tabulation. Philip Services Corporation (PSC) was scored highest. PSC demonstrated a thorough understanding of the project including time, effort, and staffing necessary to conduct the work specified for this project.

PSC is hereby recommended for award of contract for the annual contract amount of $166,734.00.

The funding for the project is from the solid waste operating budget. Expenditures for the project will be charged to account number 290.32570.43011.
