1) Quality of Proposal. Adequate and complete response to the RFP including information on personnel, qualifications, experience, and previous history. (Maximum score = 10 per evaluator)
2) Approach. Understanding of the tasks required, and the appropriateness of the overall project plan. (Maximum score = 20 per evaluator)
3) Qualifications and Experience. Rating of the firm and key staff regarding their experience and qualifications; specific experience on projects of similar size and scope; and performance on previous project (scored through checks of client references). (Maximum score = 20 per evaluator)
4) Cost Proposal. Rating of the total proposal estimate using the formula sown below. (Maximum score = 20 per evaluator)
