AUTHORIZING TRANSFER OF FUNDS FROM THE COMPLETED BONDED KENAI ROOF REPLACEMENT PROJECT TO THE BONDED SOHI BOILER REPLACEMENT PROJECT

The original intent of one specific project listed in the FY2001 Bonded List is to replace the aged and partially dysfunctional 14 boilers in the Soldotna High School. The project was funded at $280,000, as one of 14 projects on the list. Regarding all projects in general, this year's six roof replacements are under design and due out to bid this spring. The four-bleacher construction project has been awarded and is in the ordering phase. The gym project is substantially complete, only lacking this spring's landscape and sprinkler work. The design phase for Soldotna High School Fire Alarm project is underway. The first four of the roof projects were completed last August. These four roof projects were all performed under budget, leaving significant funds for any bonded projects gaining scope and costs.

Upon initiation of design, it was determined that 2000 IBC code requires that floor enhancement be made for both structural and seismic requirements. The project budget was originally established without the benefit of this exploration, existence of code, or design study input. It is now estimated that the project budget should be increased by $50,000 bringing the total appropriation to $330,000.

The project consists of demolishing the existing 14 hot water tank type boilers, one hot water storage tank, pumps and maze of plumbing and installing 3 sectional boilers with re-worked piping and pumps. The entire installation will be reconstructed to 2000 IBC code requirements. The work is slated to be complete this summer, for startup of the school facility in Fall 2002.

The transfer of the requested funds ($50,000) will still leave a $216,000 balance in the specific Kenai roof project account. This additional funding will allow the award of construction activities slated for this date. (That award per Resolution 2002- , should follow this subject resolution, for consideration of passage.

Approval by the AK. Department of Education is expected by the date of action for this resolution.
