MEMORANDUM

TO: Timothy Navarre, Assembly President

Members, Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Mayor

FROM: Bob Bright, Planning Director

DATE: February 28, 2002

SUBJECT: Resolution 2002-025, Mayor's Substitute, supporting the subdivision of land in the Point Possession area

The original resolution supported the subdivision of approximately 860 acres of land in the Point Possession area into 22 large lots. In an attempt to address concerns raised by assembly members during the February 19, 2002 meeting, this substitute authorizes the administration to create a Rural Residential (RR) local option zoning district governing the area. This would restrict allowed uses and impose development standards. The substitute also supports subdividing approximately 867 acres into 70 lots instead of 22 lots. This is intended to increase revenues received per acre, as smaller parcels tend to sell for a higher price per acre. It also responds to the concern that there is a larger market for the smaller parcels.

Attached is the original resolution showing the changes made to create the substitute. Also attached please find the McLane Conceptual Plans Nos. 1, 2, and 3 (Attachment B) and other related materials.
