Through the attached resolution, the Assembly approves several project applications to the Coastal Impact Assistance Program (CIAP) competitive grant program. The total amount allocated for grants state-wide is approximately $2.9 million. This grant program does not require a financial match from the Borough.

Under the Coastal Impact Assistance Program, Alaska received a one-time appropriation of $7.9 million (another $4.27 million is congressionally allocated to eligible coastal communities). Uses of the CIAP funds must be consistent with the authorized uses in the legislation, including: conservation, restoration, enhancement or protection of coastal or marine habitat, wetlands, watersheds and water quality; research, mapping and education; and implementation of federal conservation management plans. The Governor must prepare and submit a plan to the Secretary of Commerce that describes how the amounts provided under the CIAP will be used. The plan was submitted to the Secretary, through NOAA, on July 3, 2001.

The existing Coastal Policy Council (CPC) will establish grant criteria, solicit project proposals, and select projects to receive CIAP funds (the council consists of nine local government officials that represent all the state's coastal regions and six state government officials). The grant program is open to applications from coastal resource districts, state and local government agencies, tribal organizations, non-profit organizations, individuals, private industry and other interested parties. The program will be in place until the grant funds are expended.

In addition, one grant application will be submitted under the U.S. Fish and Wildlife Service Alaska Region Coastal Program, 2002 Coastal Conservation Grants. Grant requests under this program should not exceed $25,000. A non-federal match of 40% or more, either in cash or in in-kind Services, is desired.
