SUBJECT: Resolution 2002-002, Award of Professional Engineering Services for the Material Site review for North Kenai Spur Highway Extension Project.

The Finance Department solicited and opened proposals for this capital project on December 17, 2001. The Invitation to Bid was advertised in the Anchorage Daily News and the Peninsula Clarion on November 12th, 15th and 19th, Homer News and the Seward Phoenix Log on November 15th and 22th. The three firms presenting proposals were as depicted on the attached Proposal Tabulation.

The project consists of addressing a potential development of a resource site, located near MP 32 of the North Kenai Spur Highway. This Request for Proposals is to provide professional design services for surveying, geotechnical analysis, preliminary road design as well as reclamation of the subject property, once developed.

Three proposals were received and were scored as listed on the attached tabulation. The attached Resolution requests Award of Contract for this work to McLane Consulting Grp., as the high point firm, (See attached Scoring Tabulation.) for the total bid amount of $45,604.

This firm has proposed with the direct coordination of the firm of Wince, Corthell-Bryson. It should be noted that although the selected firm's fee is the highest of the three, their proposal details were found to be the most complete; demonstrating their immediate experience in surveying adjoining properties as well as familiarity with the immediate geomorphology of the area. Also, their proposal as a joint venture, represents that both firms have significant experience with the details and demands of FHWA on similar state road projects. This level of experience, as represented by the additional hours per their proposal, more than offsets the additional cost of services.

The funding for this project is from a Road Service Area fund budget. All expenditures for this project will be charged to account number 236.33950.02SPR.
