SUBJECT: Resolution for Award of Appraisal Consulting Services Contract

On August 22, 2001, the Kenai Peninsula Borough solicited proposals for Appraisal Consulting Services. Our Request for Proposals was advertised in the Peninsula Clarion and the Anchorage Daily News on August 26 and 30, 2001. Proposal documents were mailed to four firms and two proposals were received by the due date of September 26, 2001.

A team of administrative personnel evaluated the proposals. Both firms were deemed to meet the minimum qualifications to do the work requested in the RFP and, as shown in the attached evaluation form, D. A. Platt & Associates received the highest score.

As specified in the Request for Proposals, the qualified firm with the highest-ranking proposal will be recommended for selection. Therefore, the attached resolution is to authorize the Assessing Department to award D. A. Platt & Associates the initial three-year contract which may be extended for two (2) additional one-year periods. D.A. Platt & Associates will perform all duties for a total cost of $88,000 ($54,000 for the initial three years, plus two one-year extensions at $17,000 each, if appropriate). The anticipated annual breakdown of expenditures is as follows: $19,000 for the first year, $18,000 for the second year, $17,000 for the third year, and $17,000 for the possible extended years four and five.
