Subject: A resolution classifying Government Lot 2, Section 8, T2S, R14W, Seward Meridian, Alaska, lying west of the Sterling Highway, containing 15.39 acres more or less as Waste Handling

The Kenai Peninsula Borough Solid Waste Department has identified a potential site for a solid waste transfer drop-box facility in the Ninilchik area and requests a classification of Waste Handling.

Located approximately three miles south of Ninilchik, the current drop-box facility is located within the Sterling Highway State right-of-way. Relocation of the existing drop-box facility onto the adjacent borough-owned land will be in the best interest of the borough for better facility management.

This site meets the general criteria for waste transfer site development including access, vegetative buffers, acreage, no travel on residential roads, utilities nearby, minimal road improvements to site, and proximity to core population.

Pursuant to KPB Chapter 17.10.080 public notice was published and notification was sent by regular mail to all owners and/or leaseholders of record within one-half mile of the proposed classification. Notice was also sent to all KPB agencies. The notice consists of a cover letter, map, and list of land classification definitions. In addition to the public notice, the KPB Solid Waste Department held a community meeting and conducted a site selection survey in 1998.

Two written public comments were received objecting to the classification. One of the two comments was received by the Ninilchik Native Association. However, modifications to the site design and operation would make the classification acceptable to them.

Written comment received by the Kenai Peninsula Borough Trails Commission oppose the classification of this parcel as Waste Handling. (See memorandum dated April 10, 1999 from Kenton Bloom.) Other agencies stated no objection to the proposed classification.

The Planning Commission held a public hearing on the proposed classification April 26, 1999. A motion to recommend adoption of the resolution classifying the subject parcel as Waste Handing, subject to staff recommendations, passed by unanimous consent.
