Solid Waste Facilities Water Monitoring Program
Professional Services Contract
The Finance Department solicited and received proposals for this project. The Request
for Proposals was advertised in the Peninsula Clarion, Seward Phoenix Log, Homer News and
Anchorage Daily News. Eleven proposals were submitted and all deemed responsive.
A team of three evaluators rated the proposals submitted and hereby recommend award of
contract to Northern Test Lab, the firm receiving the highest composite score, with a
yearly estimated amount of Seventy Seven Thousand Eight Hundred and Seven Dollars
($77,807).
The work includes periodic water monitoring at seven solid waste facilities in accordance
with Alaska Department of Environmental Conservation (ADEC) solid waste disposal permits
and post-closure care requirements. Active facilities include the Central Peninsula Baling
Facility/Landfill, Homer Baling Facility/Landfill, Seldovia Landfill and Seward Monofill.
Closed sites include the Sterling Special Waste Site, Kenai Landfill and Seward Landfill.
The work shall commence on July 1, 1999 and, subject to assembly or mayor approval and
assembly appropriation, extend through June 30, 2002. At the Borough's option, and with
contractor's agreement, the contract can be renewed for up to two additional years.
