MEMORANDUM

TO: Ronald Wm. Drathman, Assembly President

Kenai Peninsula Borough Assembly Members

THRU: Mike Navarre, Borough Mayor

FROM: Catherine Mayer, Solid Waste Director

DATE: March 21, 1999

SUBJECT: Resolution 99-028,

Seldovia Landfill Lease

The Kenai Peninsula Borough requests approval to lease 15.05 acres from the Seldovia Native Association, Inc. (SNA) for the purpose of operating a solid waste landfill. The lease term shall be from April 16, 1999 through June 30, 2001.

The Borough's 20-year lease for the Seldovia Landfill expires April 15, 1999 and it is in the Borough's best interest to continue landfill operations at the same location.

The new short-term lease was negotiated to allow the Borough time to work out land exchange issues. The Borough proposed a property trade with SNA several years ago to permanently acquire the landfill lease area. SNA identified a parcel owned by the Alaska Department of Transportation and Public Facilities (ADOTPF) and the Borough has been pursuing a three way trade to accomplish the objective of all parties involved.

If acquisition of the landfill parcel is not successful, the Borough will evaluate other sites for waste management or consider development of a solid waste transfer facility.
