SUBJECT: Implementing a New Salary System for Administrative Employees, the Borough Clerk and Deputy Borough Clerk

The November 1996 compensation study performed by Todd Y. Allen and Associates recommended a new salary system for managerial employees which included a grading structure and salary ranges rather than the current system of assigning a single salary for each position. As part of the study, each position was graded according to such factors as knowledge required, responsibility level, etc.

The study also included an external survey of comparable positions to assess market parity and to develop the salary range chart. Administration grading assignments were coordinated with the mayor. Borough clerk and deputy clerk grading assignments were coordinated with then Assembly President Scalzi.

Adoption of this proposed system is desirable because it allows for more flexibility in recruiting for managerial positions, provides a structured grading system which insures greater internal comparability, and gives the mayor and assembly the ability to recognize performance and longevity.
