SUBJECT: Establishing A Purchasing and Materials Manager Position

With the growth and importance of our purchasing and materials management functions, a manager to oversee these areas is needed to insure efficiency, implementation of up-to-date processes, compliance with applicable regulations, and fairness to vendors and service providers. This proposed position, under the supervision of the finance department, will coordinate, review and approve the competitive bid process for all borough departments. It will also provide the increased oversight and hands-on management desired in the very large and active materials procurement function of the maintenance department. Finally, our auditors recommended last fall that additional controls and management be instituted for the maintenance department's inventory.

This position will have an annualized budget impact of approximately $65,000. No additional appropriations will be necessary for this fiscal year. The cost of the position will be split equally between the finance and maintenance departments. Finally, this is a new, additional position and no current employee will be adversely impacted.
