MEMORANDUM

TO: Ronald Drathman, President

Members of the Kenai Peninsula Borough Assembly

THRU: Mike Navarre, Mayor

FROM: Jeffrey Sinz, Finance Director

DATE: March 24, 1999

SUBJECT: Resolution Authorizing the Purchase of a Certified Ambulance

A request for bids was advertised in the Anchorage Daily News on January 6, 7, and 8, 1999 and bid packets were mailed to twelve potential bidders. Two responsive bids were received by the deadline of February 9, 1999. Bids were received from Rocky Mountain Ambulance of Utah and United Fire Service, Inc. of Washington. The Nikiski Fire Service Area carefully reviewed both bids. Although the bid received from Rocky Mountain Ambulance was lower in cost, the equipment offered failed to meet all the specifications. Therefore, that bid was rejected as non-responsive and the higher-cost bid from United Fire Service, Inc. was being recommended. The equipment offered by United Fire Service, Inc. met the specifications.

Attached please find copy of the recommendation from Nikiski Fire Chief Billy Harris providing more details. The recommendation for award was unanimously approved by the Service Area Board at its meeting of March 10, 1999.

The attached Resolution will authorize acceptance of the bid and purchase of the ambulance from United Fire Service, Inc. for an amount of $162,379.00.
