SUBJECT: Resolution 99 -
Award of Professional Design Services for Kenai River Center
This project has been initiated through preliminary planning and the solicitation for
Architectural services. This project's Invitation to Bid was advertised in the Peninsula
Clarion on January 14, 21 & 28, Seward Phoenix Log on January 14, 21 & 28, Homer
News on January 14, 21 & 28, and the Anchorage Daily News on January 11, 18, & 25,
1999.
Ten architectural firms and several supportive sub-consultants requested and received
copies of the RFP. Five responsive proposals were received on February 10, 1999. The five
evaluation committee members individually reviewed and scored the proposals. The results
were tabulated on February 25, 1999 and are as follows: Architects Alaska, 403 points;
Cash Barner Architects, 360 points; Design Alaska, 368 points, Kluge & Assoc., 428
points and Livingston Slone Architects 371 points.
Kluge & Associates, of Kenai, Ak., as high scorer, was selected to provide
professional design services for this project. The professional design services include
programming phase, schematic phase, design development phase, construction document phase,
bidding phase and construction administration services.
The funding for this project is through grant funds contained in account number
409.21135.98007. The attached Resolution requests award of contract to Kluge &
Associates for the proposed fixed fee amount of $157,345.33 and estimated reimbursements
of $8,945 for a total of $166,290.33.
