Subject: A Resolution Classifying Land Known as the Hope Airport Gravel Site Lying Within Section 34, T10N, R2W, S.M., Alaska Containing Approximately 13 acres as Resource Development.

KPB has received a Final Decision from the State of Alaska for the subject land. Pursuant to KPB Chapters 17.10.200 and 17.10.210 material sites shall be classified appropriately to facilitate the sale of sand and gravel. The purpose of the classification is to formally classify the subject parcel for resource extraction of sand and gravel pursuant to KPB Chapter 17.10.080.

A management plan has been developed for the subject site. KPB Ordinance 87-49 adopted the 1987 Community Land Use Plan for Borough lands in the Hope area. The land use plan recommends this site continue to be used as a gravel source for community needs.

This site is a developed sand and gravel extraction pit originally established by the State. The existing pit is a deep hole located in the southern portion of the parcel and encompasses approximately six acres. Future material extraction will expand northerly and encompass an additional seven acres, more or less. Access to the site is gained with the southerly boundary having a dedicated right-of-way fronting Resurrection Creek Road (gravel). Adjacent to the western boundary is the Hope Airport. The adjacent borough land will serve to buffer the extraction site from surrounding development. Surrounding land use includes residential parcels and vacant land with no development. Surrounding land ownership includes, private, state, and federal.

Pursuant to KPB Chapter 17.10.080 public notice was published and notification was sent by regular mail to all owners and/or leaseholders of record within one-half mile of the proposed classification. Notice was also sent to all KPB agencies. The notice consists of a cover letter, map, and list of land classification definitions.

The Planning Commission, at its December 14, 1998 meeting held a public hearing and postponed action on the proposed classification until January 11, 1999. At the January 11, 1999 Planning Commission public hearing was continued and a motion to recommend a classification of Resource Development passed by unanimous consent.
