Subject: A resolution classifying a parcel of land in the Seward area as Preservation
for flood mitigation purposes.
Subject parcel is located in the Seward area on Old Nash Road, and more particularly
described as the west 132 feet of the east 330 feet of Government Lot 6, Section 35, T1N,
R1W, S.M., Alaska, lying south of Old Nash Road, containing 0.91 acres more or less.
KPB Ordinance 98-36 was enacted accepting and appropriating a grant from the State of
Alaska to fund in the acquisition of a National Flood Insurance Program insured structure.
The borough received Statutory Warranty Deed recorded in Book 92, Page 640, Seward
Recording District for the land proposed for classification.
Subject parcel was inundated by the 1986 and 1995 floods with two single-family structures
being affected. To reduce flood losses to the National Flood Insurance Program insured
structures, one structure is proposed for relocation to the Bear Creek Fire Station to
serve as a storage area and the other structure has been demolished.
A classification of Preservation will comply with requirements per the Flood Mitigation
Grant Agreement between the KPB and the State of Alaska.
Public notice of proposed classification was published in the Seward Phoenix Log November
5 and November 12, 1998. Notice was sent by regular mail to all owners and/or leaseholders
of record within one-half mile of the proposed classification.
Notice was sent to all KPB agencies. Comment received by the Kenai Peninsula Borough
Coastal Management (KPBCM) staff agrees with the proposed classification of Preservation
based on the severe flood hazards in the area. Other agencies stated no objection to the
proposed classification.
The Planning Commission held a public hearing on the proposed classification December 14,
1998. A motion to recommend approval of the Preservation classification passed by
unanimous consent.
