RESOLUTION 98-01
A RESOLUTION OF THE CENTRAL EMERGENCY SERVICE AREA AND CENTRAL PENINSULA EMERGENCY MEDICAL SERVICE AREA JOINT BOARD OF DIRECTORS APPROVING THE IMPLEMENTATION OF AN EXPANDED BILLING FEE FOR EMERGENCY RESPONSES.
WHEREAS, Resolution 90-09 of the Central Peninsula Emergency Medical Service Area established a fee structure for ambulance services; and
WHEREAS, since the adoption of that resolution additional pieces of equipment, used for emergency responses, have been identified as billable; and
WHEREAS, to maintain the present level of service to the residents of the service area; and
WHEREAS, the monies collected would be included in the service area's revenue base.
NOW, THEREFORE, BE IT RESOLVED BY THE CENTRAL EMERGENCY SERVICE AREA AND CENTRAL PENINSULA EMERGENCY MEDICAL SERVICE AREA JOINT BOARD OF DIRECTORS THAT:
Section 1: The following ambulance fee structure be implemented:
Basic Life Support Rate $250.00 plus mileage rate
Advanced Life Support Rate $500.00 plus mileage rate
Drugs, medications and supplies Actual cost when not transported by ambulance
Mileage Rate (one-way mileage) $4.50 per mile
Round-trip Transport within Service Area $300.00 plus mileage rate
Medevac Rate $45.00 per hour/per employee with a four hour minimum
Transport Outside Service Area $250.00 plus $50.00 per hour after second hour plus round-trip mileage rate
Standby Medic Unit (scene or event) $50.00 minimum per hour or actual costs whichever is greater
Helicopter transport Actual rental costs to service area
Section 2: The following fire/rescue fee structure be implemented when the equipment is leased or loaned pursuant to a signed agreement and/or contract:
Engine $175.00 per hour with an operator
Tanker $145.00 per hour with an operator
Rescue $100.00 per hour with an operator
Boat $50.00 per hour with an operator
Command/Pick-up Vehicle $50.00 per hour with an operator
Section 3: Personnel wages associated with contracts, agreements, or search and rescue missions:
Hourly rate for full-time employees: Actual costs, including benefits
Hourly rate for on-call employees: Actual costs, including benefits
Special Inspection/Event Monitoring Actual costs, including benefits
Fire Code/State Code fees Actual costs from established fee schedules
Section 4: The Joint Operations Board of Central Emergency Service Area and Central Peninsula Emergency Medical Service Area requests that this resolution be introduced to the Borough Assembly for an ordinance that would authorize the above user fees for emergency responses.
Section 5: That the Borough Assembly is requested to pass the ordinance authorizing the above user fees for service.
