SUBJECT:    AMENDMENT to Ordinances 2006-19-21: Accepting and appropriating on behalf of Nikiski Fire Service Area a Volunteer Fire Assistance grant from the Alaska Department of Natural Resources

The Nikiski Fire Service Area (“Service Area”) submitted an application for a grant under the 2006 Volunteer Fire Assistance (“VFA”) grant program and received an award of $4,850. When the Borough received notification of the grant award, it was our understanding that the grant required a one-to-one match. The ordinance was drafted to reflect this match amount. However, we have been recently informed that the match requirement for the VFA program has been changed from a 50/50 match to a 90/10 match. (See attached email from DNR dated August 22, 2006.) Therefore, the administration proposes the following amendment to the ordinance, with new text in bold and underlined, and deleted text in [bold, brackets, and stricken out]:

WHEREAS,  the Volunteer Fire Assistance Grant program requires ten percent (10%) [a one-to-one match], or in this case $485 [$4,850], of local expenditures to match the grant funds, such expenditures to be made during the 2006 calendar year; and
