SUBJECT: Ordinance No. 2004-19-56: An ordinance accepting and appropriating a grant from the Alaska Division of Homeland Security and Emergency Management in the amount of $50,000 for security equipment

The U.S. Department of Homeland Security provides funding to states and local governments for emergency preparedness. Its overall Homeland Security Grant Program integrates six other grant programs, including the State Homeland Security Program, the Law Enforcement Terrorism Prevention Program, Citizen Corps Program, and the Emergency Management Performance Grants. The borough has received grants through most of these programs.

The Alaska Division of Homeland Security and Emergency Management administers the State Homeland Security Program (SHSP). The availability of additional funding under the FY03 SHSP program was recently announced. The Borough Office of Emergency Management submitted an application for security equipment, specifically security fencing, an electronic gate, lighting, and surveillance equipment. The equipment will be installed and used at the new Emergency Response Center; construction will begin this summer. A notice of a grant award in the amount of $50,000 was received May 16, 2005. Because these are FY03 funds, the ADHS/EM has required they be expended by October 31, 2005. If the ordinance is enacted on shortened time, the purchases can be completed before the expiration date and the items stored until they are needed for installation. Therefore, a shortened hearing date of June 21, 2005, has been requested.
