SUBJECT: Ordinance No. 2004-19-52: An ordinance accepting and appropriating a grant from the Alaska Division of Homeland Security and Emergency Management in the amount of $26,637.83 for Kenai Peninsula Citizen Corps Programs

To assist local communities in preparing for disasters, federal grants are available through the U.S. Citizen Corps Program. The Alaska Division of Homeland Security and Emergency Management administers the federal Citizen Corps Program. The Borough has received four previous grants to implement and operate the Kenai Peninsula Citizen Corps. The State recently awarded $26,637.83 to further the KPCC's planning and training efforts.

The Kenai Peninsula Citizen Corps (KPCC) is a series of volunteer-based programs that provide communities with training, resources to help identify disaster risks and develop solutions, and opportunities to connect local leaders, volunteers and first responders to help build stronger, safer, better prepared communities on the Kenai Peninsula. There are four programs that come under the umbrella of the KPCC. These include the Community Emergency Response Teams (CERT), the Fire Corps, Medical Reserve Corps, and Neighborhood Watch in areas outside the cities. To date, the programs have trained volunteers in seven communities and have provided disaster preparedness community education information to every community in the Borough (approximately 40 towns and community areas).

KPCC programs are managed and coordinated by the KPCC Council and the Citizen Corps Coordinator. The Council is currently made up of five members in addition to the Citizen Corps Coordinator. These members represent industry, public health, emergency medical services, the Red Cross, and amateur radio operators. The Council is actively recruiting additional members. The attached ordinance is scheduled to be introduced at the Assembly meeting on May 17, 2005. A shortened hearing date of June 7, 2005, has been requested in order to expedite the grant award process. The grant award document requires the signed documents be returned within 45 days from April 26, 2005, or by June 10, 2005. A June 7th hearing date is only three days short of the 25-day waiting period required by the borough code.
