SUBJECT: Ordinance No. 2004-19-49: Accepting a $45,000 State Grant for the Nikiski Community Center Renovations

The attached ordinance accepts and appropriates a State grant for the Nikiski Community Center renovations. The language in the appropriating legislation states that the grant is for "the North Peninsula Community Council Nikiski Community Center Renovation." Specifically, if the ordinance is enacted, the $45,000 will be used towards renovations and the purchase of equipment and furnishing for the Nikiski Community Center.

A community center has been a high priority of the Nikiski Community Council and the North Peninsula Recreation Service Area Board ("Service Area") for the past few years. Work on this project has started. As authorized in resolution 2005-016, the Center is housed in portions of the Nikiski Elementary School building that is no longer being used by the School District. Additional funding is needed to convert these portions of the school into an activity center for the community. Acceptance of the grant will provide a small part of the necessary funds.

The Borough can accept the grant on behalf of the Service Area, which has legal authorization to conduct recreational activities. Because the Nikiski Community Council is named in the title of the grant, it was thought that the council should also be involved in accepting the grant and making the decisions on grant expenditures. Therefore, I have requested that both the Service Area Board and the Community Council Board agree that the Borough should accept the grant. Attached is correspondence from both boards indicating their agreement. In addition, both Boards have agreed to form a joint committee to develop a list of items needed for the Center. Expenditure of grant funds will be used for purchasing items on the approved list.
