SUBJECT: Ordinance 2004-19-48, accepting and appropriating a direct lump sum payment from the U.S. Forest Service in the amount of $2,071,000.

Continued congressional concern over the wildfire danger on the Kenai Peninsula has resulted in Congress directing the United States Forest Service (USFS) to appropriate a direct lump sum payment in the amount of $2,071,000 (Two Million Seventy-One Thousand Dollars) to the Kenai Peninsula Borough (KPB) to fund activities to mitigate severe fire danger in areas adjacent to KPB communities (Congressional Committee language attached for reference).

Ordinance 2000-19-19, adopted by the KPB Assembly on April 3, 2001, established the Phase II Program Outline and Description to govern Spruce Bark Beetle (SBB) Mitigation programs. Ordinance 2002-19-02, adopted by the KPB Assembly on July 9, 2002, established the Phase III Program Outline to govern the expenditure of the 2002 funding for the KPB Spruce Bark Beetle (SBB) Mitigation programs. The Phase IV Program Outline Description attached to this Ordinance will govern the expenditure of the 2005 funding for the KPB Spruce Bark Beetle (SBB) Mitigation programs. Funds will be spent in a manner consistent with the federal appropriation and the spruce bark beetle action plan.

This ordinance, if enacted, will accept the $2,071,000 direct lump sum payment from the USFS to KPB and appropriate the $2,071,000 direct lump sum payment to the SBB Hazard Tree Removal account 262.21320.05BTL.49999.
