SUBJECT: Ordinance 2004-19-43: Accepting and Appropriating a Grant from the U.S. Department of Homeland Security in the Amount of $51,818 for Kachemak Emergency Services

Although Kachemak Emergency Services has accomplished a lot in its first three years of operation, it still does not comply with National Fire Protection Association ("NFPA") standards. By obtaining much-needed equipment, KES can come closer to compliance with NFPA standards and also improve its response effectiveness and firefighter safety. One way to meet this need was to apply for funding through the Assistance to Firefighters Grant program.

A grant application was submitted in March 2004, requesting funding to purchase firefighting equipment, including a compressor for self-contained breathing apparatus ("SCBA"), a stationary fill station and a mobile fill station for SCBAs, a 30-pound washer-extractor, and a handheld thermal imager. KES recently received notice that its application was approved. The total project amount is $57,575; the federal share is $51,818 with a local share of $5,757. KES currently has $5,757 available in its fund balance that can be used to meet the match requirement. On February 24, 2005, the KES Board approved the expenditure of the $5,757 and approved acceptance of the grant. (See attached email from Mary Griswold.)
