SUBJECT: Ordinance 2004-35, Adopting KPB 1.12.025 requiring an economic summary be provided for pending ordinances.

In my view, a summary of the anticipated economic effect of proposed ordinances would provide important information to the assembly that it should consider before reaching a final decision on the ordinance. This ordinance is based upon the Municipality of Anchorage's code of ordinances and requires that an economic summary be attached to most ordinances. The economic summary would include the anticipated financial effect on both the borough and the private sector regarding a proposed ordinance. Realizing that it is not always possible to accurately identify all proposed costs, in my opinion an estimate is better than no information regarding the potential fiscal impact of a proposed ordinance. However, recognizing that circumstances may arise that make the provision of an economic summary too difficult, I have included a provision from the Anchorage code allowing for the waiver of this requirement and that an ordinance is not invalidated due to the lack of an economic summary. Your consideration of this ordinance is appreciated.
