SUBJECT: Ordinance 2004-21, providing for a ballot proposition on the question of adopting a manager plan of government

Several members of the public have expressed an interest to me in adopting a manager form of government for the borough. This ordinance is intended to provide an opportunity for the assembly to consider placing this issue before the voters of the borough. Pursuant to Alaska Statutes, a manager form of government requires that if the voters approve adopting a manager plan, then the governing body shall, within 60 days, adopt such a plan by ordinance or resolution.

Should this plan be adopted, the borough mayor would no longer be the chief administrative official of the borough. Instead, the manager would serve as chief administrator for the borough. Alaska Statutes require that the assembly appoint the borough manager by a majority vote, on the basis of administrative qualifications.
