SUBJECT: Ordinance 2004-19-26: Accepting and Appropriating a Grant from the U.S. Department of Homeland Security in the Amount of $106,852 for Central Emergency Services
Central Emergency Services ("CES") does not currently have a standardized and consistent fitness program, and until recently has been unable to obtain the resources necessary to implement a program. The service area applied for and was awarded a grant in the amount of $106,852 that will allow it to begin such a program. The program will include the purchase of fitness equipment, training personnel as fitness trainers, and provide for evaluation of the program and its participants.
National studies have shown that heart attack is the number one killer of firefighters. Additionally, there are the injuries associated with the strenuous work performance experienced by the CES work force. With all of the diverse activities that CES personnel perform and the risk firefighters face from heart disease and injury, it is imperative that the members of CES be physically fit to perform their duties. The new wellness program will allow CES to improve overall fitness, nutritional and lifestyle habits, and the physical and mental capabilities of its work force to respond in a confident manner to any emergency. It will also allow a reduction in injuries and illness through strength, and cardiovascular and nutritional education and training.
Pursuant to the grant requirements, CES must contribute a cash match in the amount of 10% of the total project cost. Funds are available in CES's FY05 operating budget. The following table indicates the distribution of the grant funds and matching funds:

The CES Board will meet on November 18, 2004, and acceptance of the grant and expenditure of the matching funds will be on its meeting agenda for consideration. The results of the Board's action will be provided to the assembly prior to the public hearing for the ordinance.
