SUBJECT: Ordinance 2004-19-15 appropriating funds for a 3/4-time senior clerk typist position for the Coastal Management Program

This ordinance responds to the needs of the Coastal Management Program of the Kenai Peninsula Borough.

During the 2005 budgeting process staff requested funding for a 3/4-time person to assist in the department. This is a position that had been funded by the state in the past. Because of uncertainty in grant funding to come, the Assembly opted to not fund this position, and, as I recall suggested that the administration bring the request forward separately with justification. That is the intent of this Ordinance.

In FY 05, the Assembly has already appropriated grant funds in Ordinance 2004-19-06 for administration and implementation of the Coastal Management Program, and funds for the required coastal plan update in Ordinance 2004-19-09. Neither of these appropriations address the needs of staff assistance.

The loss of this position since July 1, 2004 has detracted from the borough's program and its public service. At this time the state is not coming forward with funding, nor do we anticipate funding in the future. This ordinance will fund a 3/4 time staff person, which is prorated for November 1, 2004 through June 30, 2005. Continuation of the position is anticipated to be requested beyond this fiscal year.

This staff person will work with the Coastal Management Planner and assist in administrative functions, reviews, and coordination work of the Coastal Zone Management Plan. The Kenai Peninsula Borough is highly regarded by the State of Alaska based upon its consistent response time and participation in the Alaska Coastal Management program. In addition, the Kenai River Center and many agencies look to our local program for input and it is important to the Borough to maintain these good working relationships. This staff person will help to assure that they are maintained.
