SUBJECT: Ordinance 2004-19-12, Appropriating Funds for Capital Improvement Program, Tyonek Landfill - Burn Box Purchase, Transportation and Installation

The attached ordinance appropriates $37,500 from the general fund balance to fund 411.32180.05TYK.43011. Funds are needed for purchase, transportation and installation of a burn box at the Tyonek Landfill.

The revised cost estimate to purchase, transport and install a burn box in Tyonek is estimated at $77,500.00 of which $40,000 was previously appropriated as part of the FY2005 budget ordinance 2004-19. A revised estimate was prepared considering repeated rounds of escalating costs in the volatile steel market and increased freight costs.

The Tyonek Landfill previously had a burn box unit retrofitted from an old tank whose useful life was limited to one year since the tank was not designed to withstand the high heat generated during the burning process. A new burn box unit will be designed to burn municipal solid waste and shall be approved by the Alaska Department of Environmental Conservation for use at small, remote landfills. Burn box units reduce the trash volume required for burial, which saves landfill space, controls wildlife attraction, and has minimal operation and maintenance costs.
