SUBJECT: Ordinance 2004-19-11, Accepting and Appropriating $6,000 from the Alaska Division of Homeland Security and Emergency Management for Developing a Multi-jurisdictional All-Hazard Mitigation Plan for the Kenai Peninsula Borough

The Alaska Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management (DHS&EM), has funding available for pre-disaster all-hazard mitigation planning. The Borough's Office of Emergency Management (OEM) applied for, and received, supplemental funding under this program in the amount of $6,000. The funds will be used to complete a multi-jurisdictional all-hazard mitigation plan. Local governments failing to develop plans risk losing eligibility to compete for funding through the Hazard Mitigation Grant Program.

This grant is in addition to grant awards totaling $50,000 accepted pursuant to Ordinances 2003-19-26 ($30,000), and 2003-19-15 ($20,000), for the development of the plan. The borough submitted a preliminary draft plan to the State DHS&EM and the Federal Emergency Management Agency for review and comments. The remaining funds are to be used to incorporate the feedback received from the agencies' review into the final draft of the plan. Additionally, funds will be used to take the plan through the Borough Planning Commission and Borough Assembly adoption process.

The borough must submit a final draft to the State by September 15, 2004. The plan must be completed and adopted as a municipal all-hazard local mitigation plan by November 1, 2004.
