TO: Pete Sprague, Assembly President
Kenai Peninsula Borough Assembly Members
THRU: Dale Bagley, Mayor

Max Best, Planning Director
FROM: Paul Ostrander, Land Management Officer
DATE: July 22, 2004
SUBJECT: Ordinance 2004-19-04 Appropriating $790,000 from the Land Trust Fund for Constructing Roads and Utilities in Birch and Grouse Ridge Subdivision
The Borough Planning Department has been working with the Cooper Landing Advisory Planning Commission and the Cooper Landing Community to plan a residential subdivision known as Birch and Grouse Ridge Subdivision. In resolution 2003-045 the assembly authorized the award of a contract for professional design services for borough land, including this property. The subdivision plat will soon be finalized, and 21 residential lots within this subdivision are proposed to be included in the borough's 2004 land sale. To prepare these subdivision lots for sale, road, telephone and electric utilities need to be constructed. $265,000 has been budgeted by Land Management for subdivision development. The cost estimate for this project is $1.05 million.
The attached ordinance, if enacted, would appropriate $790,000 from the Land Trust Fund to account 250.21210.5BEAN.43011 for the construction of roads and utilities to service 21 residential lots within Birch Ridge and Grouse Ridge Subdivision.
Shortened hearing is requested so that construction may begin this season. Bids for this project are scheduled to be opened August 4, 2004, and awarded after August 17, 2004, if this ordinance is enacted.
