SUBJECT: Ordinance 2004-09, Adopting a Revised Comprehensive Plan for the City of Kenai

The existing City of Kenai Comprehensive Plan was updated in 1980, 1992 and 1996. Per AS 29.40, the Kenai Peninsula Borough shall provide for planning on an areawide basis. As a home rule city, the City of Kenai prepared an updated comprehensive plan for that area of the Borough within the boundaries of the City of Kenai.

The Kenai Planning and Zoning Commission and Kenai City Council held numerous public meetings and public hearings. At the conclusion of the public meetings, the City of Kenai Planning and Zoning Commission recommended adoption to the Kenai City Council by Resolution No. PZ 03-24. The Kenai City Council adopted Kenai Ordinance 2009-2003, "An Ordinance of the Council of the City of Kenai, Alaska, approving and adopting the Comprehensive Plan for the City of Kenai and Recommending adoption by the Kenai Peninsula Borough," on November 5, 2003.

The Kenai Peninsula Borough Planning Commission reviewed the plan during its regularly scheduled meeting of February 9, 2004 and recommended approval by unanimous consent. Attached support information includes:
