MEMORANDUM

TO: Pete Sprague, Assembly President

Members, Kenai Peninsula Borough Assembly

FROM: Pete Sprague, Assembly Member

DATE: February 23, 2004

SUBJECT: Ordinance 2004-06, Amending KPB chapter 14.10 to eliminate assembly review of street naming decisions and limiting the frequency that street names may be changed

In 2002 the assembly enacted Ordinance 2002-08, which added a provision for assembly review of planning commission decisions regarding street naming in which the assembly applies the same criteria as the planning commission does. Since enactment of that ordinance, the assembly has heard at least three name change reviews. It is my belief that the application of the criteria for determining a street name is clearly within the planning commission's area of expertise, and should remain there. I am asking the assembly to consider repealing the provision, which allows for assembly review of these planning commission decisions. In addition, I am asking the assembly to put a limit on how often petitions may be filed to change street names. Your support is appreciated.
