SUBJECT: Ordinance No. 2003-19-57: Accepting and appropriating $1,395 from the Alaska Division of Homeland Security and Emergency Management for the Kenai Peninsula Borough Local Emergency Planning Committee

The Alaska Division of Homeland Security and Emergency Management (ADHS&EM) provides annual grants to each Local Emergency Planning Committee. For fiscal year 2004 it provided baseline funding of $17,900 for the Kenai Peninsula Borough LEPC. Funds may be used for LEPC core activities such as support services, supplies, contractual services, and capital equipment expenditures. These funds were appropriated through enactment of KPB Ordinance 2003-19-21.

ADHS&EM had supplemental baseline funding available for its fiscal year 2003/2004. Ordinance 2003-19-51, when enacted, will accept and appropriate those funds for LEPC activities. This grant will reimburse the Borough for costs incurred prior to June 30, 2004.

Recently, ADHS&EM notified the Borough of additional supplemental funding that is available for the 2003/2004 fiscal year. The Borough has requested, and has been awarded, $1,395 in additional funding. These funds are to be used for the purchase of a digital projector. The purchase must be made prior to June 30, 2004. The Borough's Office of Emergency Management has funds available in its FY2003/2004 budget to purchase the projector prior to the grant expiration date. If the attached ordinance is enacted, the funds will be used to reimburse the Borough for its costs. Because of the time frame for this grant, a shortened public hearing date has been requested.
