SUBJECT: Ordinance No. 2004-19-02: An ordinance accepting and appropriating a grant from the Alaska Division of Homeland Security and Emergency Management in the amount of $113,564.31 for developing community emergency response teams

To assist local communities in developing Community Emergency Response Teams (CERT), federal grants were made available through the Citizen Corps Program. Earlier this year, the borough applied for, and was awarded, funding in the amount of $14,000 to implement a CERT program in the borough; $19,000 to continue the work started with the first grant; and $7,100 for ongoing CERT activities. The State has now awarded an additional $113,564.31 to further the Kenai Peninsula CERT project.

Attached are copies of the program narrative (pages 12 and 13) from the grant application. The narrative describes the work that has been accomplished to date and sets out the tasks to be completed with the additional $113,564.31. Generally, the borough Office of Emergency Management intends to expand the CERT program into other areas of the borough and in the high schools; establish a partnership with HAM radio operators; develop a Community Watch program in high crime rural areas; and provide basic safety equipment, rescue gear, and disaster relief supplies for use by CERT team members.

The attached ordinance is scheduled for introduction at the Assembly meeting on June 15, 2004. A shortened hearing date of July 6, 2004, is requested in order to expedite the grant award process. This hearing date is only four days short of the required 25-day waiting period required by the borough code. The next meeting of the Assembly is not scheduled until August 3, which would delay the grant award process by nearly a month.
