SUBJECT: Ordinance No. 2003-19-45: An ordinance accepting and appropriating a grant from the Alaska Division of Homeland Security and Emergency Management in the amount of $7,500 for developing community emergency response teams

To assist local communities in developing Community Emergency Response Teams (CERT), federal grants were made available to provide the necessary start-up funding. Earlier this year, the Borough applied for, and was awarded, funding in the amount of $14,000 to implement a CERT program in the Borough. The Borough was awarded a second grant in the amount of $19,000 to continue the work started with the first grant. The State has now awarded an additional $7,500. These funds are to be incorporated into the first grant. (See attached notification letter.)

Program funds will be used to provide CERT training, which includes disaster preparedness, disaster fire suppression, basic disaster medical operations, and light search and rescue operations. In addition to training, CERT funding may be used for purchasing safety equipment for CERT members, printing of training materials and/or newsletters, and administrative costs. The Borough's Office of Emergency Management would like to purchase disaster relief supplies and shipping containers for storage of these supplies for three communities within the Borough - Bear Creek, Cooper Landing, and Anchor Point. The containers would be located on Borough-owned property. The supplies would be available to CERT members and other disaster relief groups designated by the Borough.

The notice of award letter is dated April 1, 2004; the Borough received it on April 5, 2004. The notice states that "the award amount has been increased by $7,500 and the performance period expires June 1, 2004." The expiration date is the same as the original grant. Due to the extremely short time frame, a shortened hearing date of April 20, 2004, has been requested.
