MEMORANDUM

Thru: Dale Bagley, Mayor
From: Scott Holt, Finance Director

David Gibbs, Emergency Manager
Subject: Ordinance 2003-19-40, Appropriating Funds for the Schematic Design of a New Multi-Use Building for E-911 Dispatch, Central Emergency Services Administration, and the Borough Office of Emergency Management
On January 6, 2004 the assembly adopted Resolution 2004-003, which authorized the Mayor to begin the planning of a new Multi-Use building to house Central Emergency Services Administration, E9-1-1 Dispatch Center, and the Borough Office of Emergency Management. There was no money appropriated for planning purposes at that time.
This ordinance would appropriate the funds necessary to hire a consultant to evaluate the site and develop a schematic design of the project. The site evaluation would consider the building footprint, layout, parking, utility locations, a geo-technical evaluation, a preliminary review of plans, and an evaluation by the City of Soldotna. Only after the completion of this schematic design can the cost of this project be accurately estimated.
The Borough Capital Projects Division estimates the cost to do a site evaluation and a schematic design will be approximately $100,000. Funds for this project are available in Account No. 455.00000.00000.27910.
