SUBJ: Ordinance 2003-19-30, Central Emergency Service Area Station 4 Well Project - Supplemental Capital Budget Appropriation

During FY2002 Chief Len Malmquist budgeted $60,000 to place a firefighting water source (well) at CES Fire Station #4 on K-Beach Rd. A subsequent $10,000 was budgeted during FY2003.

During FY2003 the KPB Public Works Department assumed project management and, after reevaluating the needs of the project with CES management, a new scope of work and project cost estimate was developed, and a subsequent $100,000 was budgeted for FY2004 to complete the well project.

During calendar year 2003, site engineering was completed and two wells were drilled. After the drilling of the wells, the type and sizes of well pumps and generator had to be increased to meet the requirements set forth by ISO (Insurance Services Office) for this well site to qualify as a water source for firefighting operations. A new project cost estimate has been developed by KPB Public Works, which estimates an additional $95,000 will be needed to complete this project.

It is requested that the Borough Assembly approve a supplemental capital budget appropriation in the amount of $95,000 to complete this project.
